EPA kits good for older models?

I'm abit confused about the EPA conversion kits.
Are you only able to buy a current year conversion kit?
For example, I can get a EPA kit for a specific model Ford 5.4L from Eco fuel for 2008. Can I get the same or a similar conversion kit for a 2002 that's EPA certified?

Only if Eco paid year after year to keep thier cert current on MY2002.
Which also translates to: if you pull an OEM systems and tanks from a 1999 junker, it is not legal to install it in a 1999 gasoline OEM in 2008 because the manufacturers only keep thier MY/engine family certs for 2 years. Cert must be current at time of install.

EPA certifications are very engine specific. A cert for a 5.7L in an Suburban won't work for a 5.7L in a cut-away...for example.

Another little note about engine families. Ford (I'm not sure about the other Big 3) in thier infinate wisedom, changes engine family designations every 100,000 units to limit thier exposure in the case of a recall. There can also be at least three different engine family numbers per engine per model year. The Crown Vic and the F-series are a good example.
The 4.6L in the Crown Vic has a regular, interceptor and taxi version.
The 5.4L in the F-series pickups, E-series vans and full sized SUVs have 2, 3, and 4 valve versions, all different engine and evaporative families.
So, in summary, closely check certificate numbers against sticker under the hood before you buy.
